  • Substandard housing: Living in a home that is structurally unsafe, has leaking roofs, broken plumbing, faulty wiring, or other major repair issues.

  • Cost burdened: Paying more than 30% of household income on housing costs (rent plus utilities).

  • Unsafe environment: Living in a neighborhood with unsafe conditions, high crime rates, or environmental hazards.

  • Unstable housing: Facing frequent moves, temporary housing, or risk of eviction.

  • Inaccessible housing: Home does not meet the needs of household members with disabilities, mobility challenges, or chronic health issues.

  • Poor heating/cooling: Inadequate or no heat, air conditioning, or insulation, making the home unhealthy or unlivable.

  • Overpayment for quality: Paying high rent for housing that is still in poor condition.
